Voting abroad

Voters who are nationals of the Republic of Croatia may also vote abroad, in diplomatic and consular missions of the Republic of Croatia

All Croatian citizens over the age of 18 (voters) have a universal and equal right to vote in the elections for the Croatian Parliament, President of the Republic of Croatia and European Parliament, as well as to take part in national referendums. All below mentrioned applications for registrations can be submitted electronically by e-service e-Voters (e-Birači).

Active registration

Voters who are not permanent residents of the Republic of Croatia and wish to vote in diplomatic and consular missions of the Republic of Croatia abroad, need to apply for active registration.

Croatian nationals who are not permanent residents of the Republic of Croatia and who hold an electronic identity card do not have to register actively for elections.
Voters who are not permanent residents of the Republic of Croatia and who have applied for an electronic identity card will, ex officio, be actively registered and entered on the electoral roll (according to their permanent residence address abroad) for the upcoming elections.
If, on election day, they wish to vote outside of their place of permanent residence or diplomatic and consular mission, they may apply for a change of place of active registration (another diplomatic and consular mission or place in the Republic of Croatia).

The application for active registration and a change of place of active registration will be submitted to the diplomatic and consular mission of the Republic of Croatia or to the competent administrative authority according to the place in the Republic of Croatia where you will be located on election day. The deadline for submitting the application will be no later than 10 days before the day of the election or the national referendum.

Voters who are not permanent residents of the Republic of Croatia and who have not been actively registered may vote on the day of the elections subject to a voting certificate issued by the diplomatic and consular mission of the Republic of Croatia abroad.

Prior registration

Voters who are permanent residents of the Republic of Croatia and who wish to vote in diplomatic and consular missions of the Republic of Croatia abroad, may apply for prior registration or obtain a certificate to vote outside their place of permanent residence.

The application for prior registration will be submitted to the competent administrative authority in the Republic of Croatia or the diplomatic and consular mission of the Republic of Croatia abroad, no later than 10 days before the date designated for holding the election. 


Voters who are permanent residents of the Republic of Croatia and who have not previously registered or obtained a certificate to vote outside their place of permanent residence cannot vote abroad, but only at their place of permanent residence in the Republic of Croatia.

European Parliament elections

Exceptionally, when elections to the EU Parliament are held, Croatian nationals with temporary residence in another Member State may choose whether they wish to vote for Croatian Members of the European Parliament (MEPs) in the diplomatic and consular mission of the Republic of Croatia or before the competent authority of the Member State of their temporary residence for MEPs of that Member State.

If you wish to vote before the competent authority of another Member State, you must apply to the competent authority of that Member State in the manner and within the time limits laid down in that Member State’s specific regulations, thus losing the right to vote for Croatian MEPs.
